Alberta Affordability and Utilities is seeking two dynamic and strategic leaders to join our team as Directors within the Policy, Planning and Agency Governance (PPAG) Branch. These positions play a critical role in shaping ministry priorities, strengthening governance and accountability, and ensuring effective planning, reporting, and risk management across the organization. Working collaboratively with senior leadership, government partners, and external stakeholders, both Directors will provide strategic oversight, informed advice, and innovative solutions to advance ministry and government priorities in service to Albertans.

Director, Policy Coordination and Agency Governance – Key Responsibilities:

  • Provide strategic leadership in coordinating ministry and cross-ministry policy and legislative initiatives, ensuring alignment with government process and priorities.
  • Oversee the governance and accountability framework for agencies, boards, and commissions, including compliance with legislation, policies, and reporting requirements.
  • Lead the development of policy advice, briefings, and recommendations for executive leadership and the Minister.
  • Provide executive leadership with analysis, environmental scans, and options to address emerging issues and risks.
  • Foster effective relationships across ministries, agencies, and stakeholders to advance government objectives and strengthen governance practices.

Director, Corporate Planning and Reporting – Key Responsibilities:

  • Lead the ministry’s strategic and business planning processes, ensuring alignment with Albertans’ needs, government priorities, and legislative requirements.
  • Oversee corporate reporting, including annual reports and ministry accountability documents.
  • Direct enterprise risk management, performance measurement frameworks, and evidence-based planning tools to strengthen decision-making.
  • Provide leadership in business continuity planning, emergency management, and facilities/accommodations oversight to ensure operational resilience.
  • Guide and mentor a team in delivering high-quality planning, reporting, and analytics while representing the ministry on cross-government committees and working groups.

Hours of Work: 36.25 hours per week (full time).

Term of Employment: Two permanent, full-time positions.

Work Location: Edmonton.

Qualifications

University graduation in a related field such as Business, Arts, Public Administration, Policy Analysis, Statistical Research plus a minimum of seven (7) years of progressively responsible related experience.

Equivalency: Related education or experience may be considered on the basis of 1 year of education for 1 year of experience or 1 year of experience for 1 year of education.

Required experience:

  • Strategic planning, policy development, governance, or corporate reporting within a large and complex organization, preferably in the public sector.
  • Demonstrated ability to provide strategic advice to senior leaders, translate government priorities into actionable plans, and manage politically sensitive and high-profile issues.
  • With government accountability frameworks, legislation, and reporting requirements.
  • Experience leading enterprise risk management, performance measurement, and business continuity planning.
  • Experience leading organizational change, process redesign, or cross-ministry initiatives.
  • Strong analytical, problem-solving, and decision-making abilities, with demonstrated success in managing complex, multi-stakeholder initiatives.
  • Strong background in performance measurement, data analytics, and evidence-based decision-making tools.

The following are considered assets for the position:

  • Experience working directly with Ministers’ Offices, Deputy Ministers, or executive leadership teams.
  • Previous leadership in corporate planning, policy coordination, or agency governance in the Alberta Public Service or a comparable government setting.
  • Experience and knowledge of Alberta’s political, economic, and social context and how these factors influence government decision-making.
  • Proven leadership skills in managing diverse teams, building organizational capacity, and fostering inclusive and collaborative workplaces.
  • Excellent communication, negotiation, and stakeholder engagement skills, with the ability to work effectively across ministries, agencies, and external partners.

This competition will be used to fill two Director positions: Director, Policy Coordination and Agency Governance, and Director, Corporate Planning and Reporting.

Hours of Work: 36.25 hours per week (full time).

Term of Employment: Two permanent, full-time positions.

Work Location: Edmonton.
