Reporting to the Management Consultant, Financial Planning and Business Analysis, the Senior Budget Analyst is responsible for coordinating and reporting on the development of the annual capital budget, and financial management functions such as monitoring, controlling and analyzing costs and funding related to all programs within the Corporate Real Estate Management Division.

Major Responsibilities


Some of the major responsibilities include, but are not limited to, the following:

  • Provides consultation, analysis, financial advice and recommendations to senior management, the Executive Director of Corporate Real Estate Management, and the Deputy City Manager, Corporate Services through the Council budget review.
  • Coordinates the annual budget preparation process within the Division(s) and leads the submission on an annual basis for Council review and approval, including providing assistance to program areas and ensuring the Division(s) is in compliance with corporate guidelines.
  • Provides analytical support in budget development and operational planning by organizing the collection and interpretation of appropriate data on costs, staffing and other resources.
  • Coordinates and prepares corporate financial reporting requirements and divisional reporting including monthly variance reporting, utilizing appropriate forecasting techniques, comments on trends and patterns, and provides recommendations for corrective action.
  • Prepares detailed financial analysis, through the use of analytical tools, for reporting and decision-making purposes by divisional senior management.
  • Develops effective financial control mechanisms to monitor expenditure and revenue compliance, ensuring they remain within approved budget limitations.
  • Provides financial support and analysis on committee reports for Council such as strategic business cases, budget transfers, and all other issues with financial implications.
  • Participates on divisional and corporate project teams as a financial resource by providing analytical support, including detailed data analysis, performance measurement, and post implementation reporting.
  • Aids in developing new and improved business processes by providing input and evaluating of these new processes to ensure they meet operational requirements and provide efficiencies.
  • Participates in the development of new or enhanced reporting systems to support the portfolio of the Division(s), and improve internal controls and overall financial management.
  • Analyzes and reports on key operational data and metrics that measure program effectiveness and administrative efficiencies.
  • Performs impact analysis of new and modified financial policies, procedures, by-laws, or other corporate or externally mandated changes on the Division(s).
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork and high standards of work quality, encouraging continuous learning and innovation, and providing professional guidance and support as needed.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.

Key Qualifications


  • Post-Secondary education relevant to the field or the equivalent combination of education and/or relevant experience. Possession of a professional accounting designation (CA, CMA, CGA) would be an asset.
  • Extensive experience in the application of principles and practices related to budget formulation and financial planning within a large private or public sector organization.
  • Considerable experience in financial controls, forecasting and the preparation of financial reports, statements and analyses.
  • Experience using enterprise-wide computer based budget or accounting systems (e.g SAP or equivalent).
  • Considerable experience in monitoring and coordinating divisional or functional team budgets and/or in providing financial management support to client groups.
  • Proficiency using MS Office products such as Word, PowerPoint, Access and Excel, including the ability to perform data analysis to prepare reports and statements for information and decision-making purposes.
  • Knowledge of financial control by-laws or similar controls and guidelines within a public or private sector organization.
  • Excellent communication, presentation and interpersonal skills, with the ability to interact with and communicate effectively at all levels of the organization.
  • Supervisory skills evidenced by the ability to motivate, lead and coach staff.
  • Superior analytical and organizational skills including the ability to participate on multiple project teams and meet deliverables.
  • Ability to work efficiently and effectively within an interdisciplinary team and/or with senior levels of management to meet objectives and resolve issues.
  • Ability to exercise discretion, judgement and work independently, with a high degree of initiative and creativity.
