<h3>Position Overview</h3>
<p>Responsible for supporting the implementation of strategies and programs to assist and enforce industry compliance with the City of Vaughan Water Use Bylaw, Sewer Use Bylaw, Back Flow Prevention By-Law and discharge dewatering program, including monitoring and sampling non-residential wastewater discharges, performing site inspections and investigations, and educating the public and premise owners on the relevant regulations/compliance requirements, taking enforcement actions.</p>
<h3>Qualifications and Experience</h3>
<ul>
<li>A three (3) year Community College Diploma in Civil/Environmental Technology or suitable equivalent.</li>
<li>Minimum of two (2) years’ experience, with expertise in environmental monitoring programs, including monitoring and sampling experience, equipment handling and maintenance procedures, including a minimum of one (1) year of related enforcement experience, preferably within a municipal environment.</li>
<li>Ability to obtain and maintain a valid CPR and First Aid Certificate.</li>
<li>Possesses a current valid Ontario “G” driver’s license, in good standing.</li>
<li>Ability to obtain and maintain Municipal Law Enforcement Officer Association (MLEOA) membership in good standing.</li>
<li>Working knowledge of sample preservation, sampling procedures, interpreting lab results, operating field monitoring equipment and legal evidence collection.</li>
<li>Computer literate and proficient in MS Windows, Outlook, Word, Excel, PeopleSoft etc., working knowledge of ArcGIS and willingness to learn other specialized computer software applications and techniques as required.</li>
<li>Exceptional interpersonal, organizational, and analytical skills; excellent oral and written communication skills on technical and non-technical matters, including effective report writing.</li>
<li>Comprehensive knowledge of relevant environmental legislation.</li>
<li>Successful candidate(s) will be required to submit a clear Vulnerable Sector Check, prior to commencing employment.</li>
<li>Demonstrated knowledge of law enforcement procedures and techniques for the collection of evidence.</li>
<li>Demonstrated ability to work independently and collaboratively in a team environment.</li>
<li>Demonstrated ability to deal with conflict and defuse situations.</li>
<li>Ability to self-manage, and identify issues, challenges, and opportunities and propose solutions.</li>
<li>Ability to deal courteously and effectively with the Public, Staff, Members of Council, Consultants, and Industry.</li>
<li>Knowledge of, and demonstrated ability in, the City’s core competencies and relevant functional competencies.</li>
</ul>
<h3>Preferred Qualifications</h3>
<ul>
<li>Certified Municipal Law Enforcement Officer (MLEO(c)).</li>
<li>Water and/or Wastewater Operator in Training (OIT) certification or higher.</li>
</ul>
<h3>Working Conditions</h3>
<ul>
<li>Standard office environment and in-field work.</li>
<li>Use of vehicle throughout shift.</li>
<li>Ability to work in confined spaces, including wastewater infrastructure where movement may be restricted on an occasional basis. Entrance to the smallest manhole would be 1200mm (48 inches) in diameter, with ladder access to piping at the base of the manhole.</li>
<li>Ability to monitor gases such as hydrogen sulfide prior to entering any manhole.</li>
<li>Ability to perform shift work, including varying shifts at different times of the day, as scheduled in accordance with the Collective Agreement.</li>
</ul>
