We’re excited to share that we are hiring a Manager, Regulatory Operations and Tariffs.</p><p></p><p><strong>Job Description:</strong></p><p>NOTE: The posting will remain open until a successful candidate is identified. </p><p>Reporting to the Director, Law and Regulatory, the Manager, Regulatory Operations and Tariffs, will be primarily engaged in leading and managing tariff matters such as General Tariff Applications (GTA), Deferral Account Applications and other related regulatory matters such as industry trend analysis. The role involves leading direct reports with respect to project scope analysis, expert financial evidence development, scheduling, establishing and managing cross functional teams, task assignment, progress monitoring, team member feedback, document management and final reporting. The Manager, Regulatory Operations and Tariffs may also serve as a witness on various regulatory financial tariff issues. The successful candidate will be a trusted advisor to senior management in the Law and Regulatory and Finance departments. </p><p></p><p><strong>Responsibilities: </strong></p><p>Management of regulatory tariff design and decision implementation projects. This involves:</p><ul><li>Leading the development of the General Tariff Application and the proceeding before the Alberta Utilities Commission.</li><li>Project managing and advising on regulatory matters with respect to the implementation of regulatory decisions and the preparation of policy and economic research reports.</li><li>Acting as an expert in financial regulatory matters and being responsible for delivery of required data/information to AltaLink’s Corporate Finance Department for adoption in such products as corporate budget development.</li><li>Acting as an expert in regulatory accounting and being responsible for ensuring consistent alignment, interpretation and operationalization of corporate financial information in regulatory filings, such as the General Tariff Application, Deferral Account Application and associated costs.</li><li>Signing-off on AltaLink financial statements with respect to the recognition of revenue (and associated provisions).</li><li>Monitoring compliance and reporting of Alberta Utilities Commission directives relating to tariff matters.</li><li>Managing the internal process concerning, and participating in, industry consultations related to regulatory matters.</li><li>Directing and performing skilled economic and financial analytical work of high complexity and scope in support of regulatory proceedings and strategic decision making at executive level.</li><li>Overall responsibility for leadership of direct reports regarding successful work/project plan organization, execution and closure of assigned regulatory issues, requested regulatory support and other tasks.</li><li>Upholding AltaLink’s reputation and credibility with respect to tariff-related matters.</li><li>Developing project plans, including defining the project scope and objectives, identifying tasks and how the objectives will be achieved, quantification of required resources needed and the determination of budgets and timelines for completion.</li><li>Providing performance feedback to supervisors and staff from other departments.</li><li>Assisting the executive team in evaluating and developing recommendations on tariff and rates related issues. </li><li>Reviewing and/or developing, revising or maintaining highly complex models needed for regulatory applications, to support testimony in regulatory proceedings and to implement decisions of the Alberta Utilities Commission.</li><li>Setting direction regarding the Law and Regulatory Department’s electronic document management system with respect to all regulatory matters including tariff related matters, and regulatory compliance systems.</li><li>Demonstrate key behaviors and meet identified expectations outlined in our four cultural pillars – one team, continuous improvement, customer focus and personal accountability.</li></ul><p><strong>Requirements</strong></p><p><strong>Qualifications: </strong></p><ul><li>BA / BS in Finance, Economics, Accounting, Engineering, or equivalent.</li><li>Chartered Professional Accountant designation is required </li><li>Minimum of 10 to 15 years of professional experience in Finance with a minimum of 5-8 years of prior electric utility regulatory or related experience.</li><li>Proven ability/experience in above noted responsibilities.</li><li>Skilled understanding of policy development, revenue requirement and cost recovery, including knowledge of regulatory economics and rate design principles, traditional cost of service models as well as performance-based or `incentive&#39; regulations.</li><li>Effective communication and interpersonal skills to interface with team members and customers to promote positive customer outcomes.</li><li>Proven track record of good attendance and performance.</li></ul><p></p><p><strong>Notes:</strong></p><p></p><p>Internal candidates can submit their resume internally via <span >https://referrals.workable.com/altalink/jobs/</span></p><p>External candidates can submit their application via Workable externally at AltaLink - Current Openings (workable.com).</p><p>AltaLink employees should be aware that we may contact your manager during the selection process.
